Monday 3rd March 2003

Previous Minutes

Amendment to minutes of 10/2/03, paragraph 3 New Business re cooling methods 1G classroom should read whole school. Moved Stephanie Runham Seconded Bill Harris.

It was resolved with the amendment that the Minutes of the meeting held on 10th February 2003 be accepted. Moved by Stephanie Davison Seconded by Rosie Yalland.

Business Arising

  1. Gardening form to be sent around meeting for names to help with the gardening committee.
  2. Voluntary contributions - P&C can only raise fees by CPI percentage governed by P&C Federation. The current $100 hasn't changed for approx 6-7 years.
  3. Demountable - Blinds ordered. Lattice - Pro Group are paying to do this. They were to come last week but didn't show up. Also they are to move the goal posts. P&C decided that they should write a letter to Pro Group. Regarding concrete at back gate that was damaged - we may have to write to Hornsby Council to complain, then Hornsby Council will approach Pro Group.
  4. Side of oval - Margaret Ramsay advised that the company who quoted are coming out to revise the quote as per alterations requested by School Staff.
  5. COOLING METHODS
    1. Permanent awning - Quote obtained on steel awning like the COLA, which can't be done for the upper classrooms. $43,000 - $47,000 for bottom 5 classrooms from Office. Salesperson advised that it would probably not reduce classroom heat very much. This option would also require drainage $10,000 - $30,000. Research was done with another school who went with the awning option, only then to put in A/C because the heat wasn't reduced. Quote for Hall for fixed vertical shutters & blinds.
    2. Split system A/C - 9 x 8.4kw/3.5hp reverse cycle domestic A/C with 5 year warranty, separate condenser & remote control . Quote $27,000 - $35,000 including installation but not electrical upgrades, further cost $11,500. Running cost approx 20cents per hour/$9 per day for all classrooms. Teachers/children would require education re efficient running. Filters to be cleaned once per month. Two schools, Epping Nth happy with cooling. G.A. cleans filters. Electricity bill higher but also added extra photocopier & computers, so don't know how much. Eastwood Heights - Split system good but has added to electricity bill. Total cost $38,000/$9p.d. electricity/maintenance costs - minimal. Disadvantages - electricity costs/maintenance/initial cost.
    3. Sails - No insurance cover if we go with this option. Dept of Educ require this type of cover to be 2mtrs or more from closest building etc because of fire restrictions - shading would be lost. Painting asphalt - current colour best as it absorbs heat. Tinting - minimal help as windows need to be closed. Fabric awning - not covered by insurance. Teachers view - Stephanie Davison attended staff meeting. Teachers surveyed & thought - 81% more awnings needed, 70% tinting not useful, 70% asphalt painting not helpful, 60% 6G glare - slatted screen could be useful for filtering glare. 100% teachers liked A/C. Teachers find it very hard to cope with the children when the heat is extreme. They need to cool children with sprays etc and do work that is not very difficult.
    4. Dr Jon Iredell - Health issues. Heat & humidity - children are more affected by this than adults. Qld has policy to cool schools. In Sydney, Uni's, Hospitals etc all have A/C. Infections - Is Legionnaires an issue - no it is a problem with large systems with cooling towers. More colds with A/C - a few more may be possible, but more likely to be transmitted by sticky fingers, runny noses, sneezing etc - better hygiene required. Asthma - is triggered more by pollens, fumes from M2 - this is helped by filtered air. Problem with heat re viral germs - heating classroom and then going outside, is no different from child leaving heated home/car in morning.
    5. Discussions - Kathy Ware asked are we voting on this issue tonight, as she thought the newsletter wasn't clear regarding this issue. Warranty - Suzanne did research and she was advised that schools would only get 2 year warranty. Kathy Dixon advised that some of the quotes were 2 & some 5yrs. Tim - Whirly bird option - top classrooms have these and are still hot & have to be closed when it rains. The top classrooms also can't be insulated. No one can advise whether bottom classrooms are insulated. Jon - costs for heating - gas seems cheaper than A/C but the gas units are unflued, with which there are health concerns. Andrea - A/C costs - Will school need to upgrade the electrical system anyway. Probably, but don't know when & Dept would not be in any hurry to do this, we have been advised. Electrical system is at full capacity at the moment. Could they pay ½ cost, not likely. Extra cost to A/C Hall $6,000 (2 units) & $8-10,000 for admin & staffroom (ducted). Electrical bill to increase, who will pay - Dept of Educ has a special fund, that the school can apply for an increase in electricity & ongoing maintenance costs, because the P&C had provided A/C for school. P&C would only be liable for the initial capital cost.
    6. Karen Shuftan - wants an agenda for every meeting put in newsletter preceding the P&C meeting & also another provided at the meeting with the minutes. Moved Karen Shuftan & Seconded Elaine Arthur.
    7. Julie Sneddon moved a procedural motion that we defer consideration regarding temperature control for all classrooms to an Extraordinary meeting and vote on this subject then. Seconded Ken Dixon. 2 against motion, but it was passed. Donna to circulate notice of the meeting & will check constitution as to how much notice we need to give and set date probably for 3 weeks time. Rosie wanted amendment to this motion that we also compare all spending requirements and not just put all money towards temperature control. The counting of votes was abandoned due to Rosie being asked by a member from the floor, for her to state her case at the Extraordinary Meeting, which Rosie agreed to. The Chair asked if Rosie was happy with this and she agreed.

Treasurer's Report

$38,000 approx to spend on projects. We don't have all this now have about $28,000 now. Rosie asked if we had already allocated this money. Spending priorities have been discussed but not voted on, except $2,000 for side of oval.

Written report circulated. Grahame Woods spoke to same.

It was resolved that the report, payments and receipts be accepted.

Committee Reports

Bookclub

Stephanie Davison - 1st order $1,444. Second issue will out be soon.

Canteen

Rosie Yalland - Running well. Good response to request for help. There will be three promotion days. Canteen will now be open all term. Small milk fridge owned by Dairy Farmers - decision made to use big fridge as we use another supplier who is more reliable. Will ask Dairy Farmers to remove fridge which enable freezer to be moved from pantry & will give clothing more space. Looking into new Pie Oven because old one, not suitable for pizza's etc. Kitchen alterations - Gary Clayton has volunteered his services re putting flap in bench.

Fundraising & Social

Mandy Bransgrove - Chocolate Drive - distributed today by Year 4 parents. Competition for biggest seller. 22/3/03 Election Day - Kindergarten to sell cakes (donated by school parents all years)/drinks/sausage sizzle. Competition in AMP shopping centre - Macquarie Centre. School parents will take receipts to service desk and school will be rewarded for one point for each dollar spent. 1st prize $5,000 - 10th $100. 1st 10 schools to register receive $500 to spend on educational books - we were 8th. Year 3 parents to hold Fashion Parade on 3rd April, 2003.

Gardening

Margaret Ramsay - Working bee held last Saturday. Stumps removed, trees pruned, weeds removed etc. Mulch has been donated and will be moved on next working bee. Brads Backyard mowing have been appointed to mow the school lawns at a cost of $275 per time. They will come when we request them.

Acting Principal's Report

Mr Trevena - Thank you for removing stumps. Grounds are very green. Girls competed in State softball knockout but lost to Epping West 5-18. Boys will be playing cricket against Warrawee on 12/3/03 at Cheltenham Oval. Request for budgeted $15,000 for resources requested. Zone Swimming carnival to be held tomorrow. Principal Panel - applicants were short listed on Friday. Interviewing & selecting this Wednesday. There is a 10 day cooling off period for the person picked. We should know who new Principal is in about 2 weeks and when they will start. Grahame Woods moved we give David Trevena the $15,000 cheque, seconded by Carl Davison.

NEW BUSINESS

Rosie Yalland said when she accesses School website, word crashes. Other people said that they have had no problem and decided it must be Rosie's computer.
